MEDICAL OFFICER

Nursing Department

Job Purpose

The main purpose of the job is to provide individual, patient-centred, culturally appropriate holistic patient care through generalist clinical/medical support to the Nursing and Therapy teams within the framework of intermediate care policy, ensuring effective; efficient, timeous and the highest standard of patient care is maintained, whilst working closely within a multidisciplinary team.

Key performance areas

Clinical Function: Referral process

  • Provide effective clinical service
  • As part of the MDT screen all admissions applications in line with the admissions criteria of the organization
  • Verify complex treatment and diagnosis with the referring facility
  • Attend to clinical queries from registered nurses or therapy supervisors
  • To undertake emergency treatment where necessary, including resuscitation
  • Provide input for the patient assessment and diagnosis
  • Formulate patient prescriptions for medication and treatment
  • Complete appropriate clinical referrals as required
  • Maintain relationships with all referral facilities in regard continuum of patient care
  • Support and guidance to nursing and non-nursing staff regarding patient management
  • Maintain efficient medical and clinical notes
  • In conjunction with the MDT organize the celebration of health days and programs applicable to the organization
  • To comply with all relevant healthcare regulations and policies governing the clinical service
  • To discuss and explain medication and treatment compliance with parents and/or patients

Role includes

  • Facilitating hospital transfers, optimising care and follow-up
  • Administrative tasks (scripts, reports, DC summaries)
  • Support outreaches (TB, ARV, Surgical)
  • Liaison for acute facilities (indirect patient care), for receiving and making referrals

Social Service

  • Provide medicolegal support
  • Certify deaths, complete death certificates and report unexpected deaths

Effective management and utilization of physical and financial resources

  • Ensure effective control, care and use of all medical resources

Effective data management, reporting and administration

  • Ensure that the medical information is updated on the data management system timeously and occur
  • Ensuring accurate and timeous completion of patient discharge letters
  • Provide 2 monthly clinical reports for management

    Administrative Function

    • Two monthly reports with statistical information regarding patient documentation, recordkeeping updated patient data, trends, predictions and recommendations
    • Input current information on medication on the patient care plan and update any changes
    • Facilitating of hospital transfers, optimising care and follow-up

    • Monitor evaluate and coordinate care provision to ensure that it is safe, timely, effective, efficient, equitable, and patient-centered.
    • Participation in patient quality of improvement discussion forums e.g., admissions meetings, case discussions ward rounds
    • Facilitate communication to make sure all stakeholders are kept up to date with patient progress and adjustments to care and discharge plans.
    • Advocate for the patients by checking that patients (where applicable) are informed about their clinical status and condition management so that they can make informed decisions.

    Strategic Role and Function

    • In conjunction with the deputy matron and registered nurses implement effective strategies for control, and evaluate and report on the standards of service delivery and make recommendations.
    • Take responsibility for the effectiveness of service delivery.

    Qualifications

    •  MBChB degree
    • Current registration with HPCSA
    • Experience in Paediatric and adolescent health care will be an advantage
    • Understanding of the scope of practice of discipline categories according to the job description.
    • Understanding of legislation, ethical requirements and the impact on service delivery.
    • To be clinically sound /knowledgeable to be able to judge and facilitate appropriate admissions
    • To be knowledgeable about the child health sector within the Department of Health (ensure early discharges and safety net)
    • Have excellent written and verbal communication skills
    • Problem-solving skills, critical thinking and ability to multi-task
    • Compassionate.
    • Teamwork skills
    • Computer literacy MS Excel; MS Office; MS PowerPoint

    Required Experience

    • At least five years of experience in a similar environment or healthcare
    • Computer literacy

        • Proficiency in English and Afrikaans. Proficiency in Xhosa is an added advantage.
